

Central Southern China Electric Power Design Institute (CSEPDI)of China Power Engineering Consulting Group Corporation, located on Minzhu Road, Wuchang, Wuhan, and founded in 1954 under China Power Engineering Consulting Group, is a domestic well-known EPC contracting enterprise of power design and power engineering, with abundant comprehensive strength. At present, the Institute has 1444 employees, including 2 national-level design masters, 16 experts entitled to the Special Allowance of the State Council, 90 professor-level senior engineers, 363 senior engineers, 338 engineers and 275 public chartered professionals.
Central Southern China Electric Power Design Institute holds Class A engineering design comprehensive qualification and Class A qualifications for comprehensive engineering survey, EPC contracting, engineering consultation, cost consultation, environmental impact assessment, preparation of water & soil conservation schemes for development and construction projects, tendering agency for construction projects, geological disaster control engineering, geological disaster fatalness evaluation and mapping, together with operation qualification certificates for overseas contracted projects and qualification certificates for import & export enterprises and high-tech enterprise. In 1995, we were accredited qualification for Class 1 national science & technology public service archive management. In 1996, we passed the ISO9001 Quality Management System Certification and were awarded certificates of the Quality Management System, Environmental Management System and Occupational Health & Safety Management System in 2008. We were ranked class AAA enterprise credibility by China Electric Power Planning Association in 2008. CSEPDI boasts an advanced computer network such as the 3-D design system, global positioning system (GPS), digital photogrammetry system as well as advanced instrumentation, equipment and technologies for engineering environmental testing, engineering geology, printing and publication.
Over the past five decades, CSEPDI has designed power generation and transmission/transformation projects in 29 provinces, cities and autonomous regions and more than 20 countries. As of the end of 2009, we had designed over 127 power generation projects that were put into operation totaling over 43350 MW capacity, including twelve 1000 MW units which are still being designed, two 900 MW boiler islands, thirty-four 600 MW units and eighty-six 300 MW units which have been completed. We had designed over 181 power transformation projects that were put into operation totaling over 87.91 million KVA, including eighty-one power transformation projects above 500KV. And we had designed over 263 power transmission projects totaling over 30,519km in length of the line, including 24,049km of line above 500kV. With the integration of the world economy, CSEPDI, while oriented at the national market, also tries its utmost to explore the international market and makes extensive exchanges and cooperation with world famous top companies, working together with well-known companies from the US, UK, France, Japan, Germany, Canada, Switzerland and Russia in joint design of EPC contracted projects, developing the market together and realizing mutual complementation. This “walking out” strategy helps expand our eyeshot, increase our strength, improve our popularity and prepare us to keep up our pace with the international practices, deepen international cooperation and explore the international market.
By virtue of our abundant technical forces, CSEPDI has acted as a forerunner in many aspects in electric power survey and design and created a number of the “firsts” in China’s history in power design fields: the first ever localized imported 300MW generator power plant project in China – Hanchuan Power Plant Phase I Project; the first ever 100MW gas-steam combined-cycle project – Shantou Gas Turbine Power Plant; the first BOT project in the electric power system in China – Laibin B Power Plant Boiler Island; the first 2×150MW large-scale circulating fluidized bed power plant in China – Shuangshui Power Plant; the first 220kV cross-Yangtze line project in China – Zhuankou Yangtze River Long-Span Project; the first 500kV AC cross-Yangtze line project in China – Jinkou Yangtze River Long-Span Project; the first ±500kV DC cross-Yangtze River project in China – Jiyang Yangtze River Long-Span Project; the highest 500kV reinforced concrete long-span power transmission project in the world – Nanjing Yangtze River Long-Span Project; the first 500kV AC power transmission project in China –Pingdingshan – Wuhan 500kV AC Transmission Line; the first ±500kV DC power transmission project in China – Gezhou Dam – Shanghai Power Transmission Project; the first largest ±500kV/3000MW converter station in Asia – Longquan Converter Station; the first digital microwave communication project in China – Beijing – Wuhan Communication Project; the first ±500kV DC at large cross-section-conductor power transmission project in China – Longquan – Zhengping Power Transmission Project; the first localization DC project in China – Back-to-back converter station for Northwest China and Central China Interconnection Project – Lingbao Converter Station; the first 500kV controllable serial compensation station in China – Pingguo Controllable Serial Compensation Station; the first substation under the monitor and protection of homemade microcomputer in China – 500kV Nanchang Substation; the first 500kV pro-environment protection line project in China – Xianning – Changxi Power Transmission Line; the first 500kV long-distance sea-crossing cable laying project in China – Southern Power Grid (mainland vs Hainan Island)and Hainan Interconnection Submarine Cable Project; the first 1000kV UHV power transmission project in the world – SE Shanxi– Jingmen Power Transmission & Transformation Project; and the first 1000kV ultra-high voltage test base in the world – State Grid Corporation UHVAC Test Base, etc., having made active and significant contribution to the electric power development of the New China.
Following the quality ideology of “Quality being the cornerstone of our future”, we keep pursuing excellence in projects, actively advocate optimized design and quota design, seek for greater perfection and have harvested countless fruits. Our engineering survey and design have been awarded 24 national high-quality engineering design prizes (including 11 gold prizes), 7 national excellent engineering survey prizes, 16 national excellent engineering prizes, 32 national-level engineering consultation prizes, 3 national excellent EPC contracting prizes; our CAD software and M1S software have been awarded 23 national excellent engineering design software prizes; our QC team has been awarded 14 national excellent QC team prizes and 19 national excellent QC team prizes for project construction.
Ever since 1993, CSEPDI has consecutively been listed among the top 100 survey and design comprehensive strength institutes in China. Ever since 1994, CSEPDI has been awarded as the best civilized units in Hubei Province for consecutively seven times, and recorded in the Ranking List of Design Institutes of the US Engineering News Record (“ENR”) for consecutively 6 years. We have been listed as an “advanced national quality and efficiency electric power enterprise”, “national excellent electric power enterprise”, “advanced performance enterprise of national electric power industry”, “customer-satisfied enterprise of national electric power industry”, “the first batch of AAA credit enterprises by China Electricity Council”, “quality award of national electric power industry” and “advanced collective of central enterprise” by State Council SASAC etc.
In our development and perfection, we keep optimizing our business structure. To boost our transition toward an engineering company oriented at survey and design and specializing EPC contracting, we attach great importance to exploring the EPC contracting market of the electric power fields, seize the favorable opportunities available and try to strengthen our EPC contracting services. We have undertaken 25 general contracting projects and entered into contracts amounting to over 10 billion Yuan, successfully realizing our “creating a foothold” objective. This includes Shendong Baode 2×135MW Coal Gangue Power Plant Project and Wuhan Sinopec No. 2 Substation Project that were awarded National Silver Key Prize for EPC Contracting Project; and Guizhou-Guandong 500kV AC Transmission & Transformation Project—500kV Hezhou Substation, were awarded the National Bronze Key Prize for EPC Contracting Project.
In accordance with the new requirements for constructing the resource-conserving & environment-friendly society, CSEPDI regards technical innovation and technological advancement as the lifeline for enterprise development on the basis of “extraordinary, high, core, new and faithful” technology development, and have harvested countless fruits through technical innovation. CSEPDI ranks the international leading level for the research and design technology of EHV DC power transmission & transformation and long-distance sea-crossing cable interconnection projects; reaches leading level in China for UHV AC & DC power transmission & transformation, river-long-span overpass power transmission design, well-compact power transmission line design, series compensation, DC localization, and aerial survey and pile foundation testing; ranks advanced level in China for high-parameter large-capacity power station, air-cooling power station, clean coal power generation, gas-turbine co-generation design and environmental assessment of power engineering etc.; provides substantial technical reserve and performance for new energy projects, i.e. conventional island of nuclear power project, wind power generation, biomass power generation and rubbish-fired power plant etc. In addition, CESPDI also vigorously promotes the digital three-dimensional design and establishes integration design and management system, to realize collaborative work and resource sharing.
