Central Southern China Electric Power Design Institute of China Power Engineering Consulting Group is located on Minzhu Road, Wuchang, Wuhan. Founded in 1954 under China Power Engineering Consulting Group, it is a modern science & technology enterprise specializing in electric power survey and design. At present, the institute boasts there 1415 employees, including 2 national-level designers, 80 professor-level senior engineers, 381 senior engineers, 334 engineers and 349 public certified professionals.
Central Southern China Electric Power Design Institute holds class A engineering design comprehensive qualification and class A qualifications for comprehensive engineering investigation, general engineering contracting, engineering consultation, cost consultation, environmental impact evaluation, preparation of water & soil conservation schemes for development and construction projects, tendering agency for construction projects, geological disaster control engineering, geological disaster fatalness evaluation and mapping, together with operation qualification certificate for overseas contracted engineering and qualification certificate for import & export enterprises. In 1995, we were accredited qualification for class 1 national science & technology public service archive management. In 1996, we passed the ISO9001 Quality Management System Certification and were awarded certificates of the Quality Management System, Environmental Management System and Occupational Health & Safety Management System in 2008. We were ranked class AAA enterprise credibility by China Electric Power Planning Association in 2008. CSEPDI boasts an advanced computer network such as the 3-D design system, global positioning system (GPS), digital photogrammetry system as well as advanced instrumentation, equipment and technologies for engineering environmental testing, engineering geology, printing and publication.
Over the past five decades, CSEPDI has designed power generation and transmission/transformation projects for more than 20 provinces, cities and more than 10 countries. As of the end of 2008, we had designed over 110 power generation projects that were put into operation totaling over 38,430,000 million KW capacity, including 8 600,000kW and above generators, 70 300,000kW generators; designed more than 170 power transformation projects that were put into production totaling 77,500,000kV capacity, including 70 above 500kV; designed more than 250 power transmission & transformation projects totaling over 29,271km in length of the line, including 22,805km of line above 500kV. With the integration of the world economy, CSEPDI, while oriented at the national market, also tries its utmost to explore the international market and makes extensive exchanges and cooperation with world famous companies, working together with well-known companies from the US, UK, France, Japan, Germany, Canada, Switzerland and Russia in joint design of general contracted projects, developing the market together and realizing mutual complementation. This “walking out” strategy helps expand our eyeshot, increase our strength, improve our popularity and prepare us to keep up our pace with the international practices, deepen international cooperation and explore the international market.
By virtue of our abundant technical forces, CSEPDI has acted as a forerunner in many aspects in electric power survey and design and created a number of “first” in China’s history in power design: the first ever localized imported 300,000KW generator power plant project in China, the first ever 100,000KW gas-steam combined-cycle project, the first 220KV and 500kV cross-Yangtze, the first AC 500kV super-high voltage transmission & transformation project, the first 1000kV ultra-high voltage transmission & transformation project, the first 1000kV AC ultra-high voltage test base, the first ±500kV DC transmission project, the first ±500kV converter station project, the first 500kV back-to-back converter station project, the first 500kV AC transformation station centralized control center, the first digital microwave communication project, the first DC transmission OPGW optical cable communication project, the first 1000kV ultra-high voltage optical cable communication project, the first 500kV green environmental line project, the first ±500kV double-circuit DC transmission line on single tower project, the first DC transmission line transmitting 3000MW (4×700mm2) project and the first power system BOT project, having made active and significant contribution to the electric power development of the New China.
Following the quality vision of “exist by quality, develop by technology”, we keep pursuing excellence in projects, actively advocate optimized design and quota design, seek for greater perfection and have harvested countless fruits. Our engineering investigation and design has been awarded 18 national high-quality engineering design prizes (including 10 gold prizes), 7 national excellent engineering investigation prizes, 14 national excellent engineering prizes, 25 national-level engineering consultation prizes, 3 national excellent general engineering contracting prizes; our CAD software and MIS software have been awarded 23 national excellent engineering design software prizes; our QC group outcome has been awarded 14 national excellent QC group prizes and 18 national engineering excellent QC group prizes.
Ever since 1993, CSPEDI has consecutively been listed among the top 100 investigation and design comprehensive strength institutes in China and ranked the 23rd in the “double top 60 Chinese contractors and engineering design institutes 2007” by the US Engineering News Record (“ENR”). We have been listed as an advanced national quality and efficiency electric power enterprise, “Advanced Collective of Central Enterprise” by State Council SASAC, among the first batch of power design institutes, national double-civilization power company pioneers, Central China power system double-civilization units, the best civilized units in Hubei, the best civilized units in Wuchang District and advanced Three Gorges Project construction collectives etc.
In our development and perfection, we keep optimizing our business structure. To boost our transition toward an engineering company oriented at investigation and design and specializing general engineering contracting, we attach great importance to exploring the general contracting market of the electric power business, seize the favorable opportunities available and try to strengthen our general contracting services. Up to June 2009, we have contracted 25 general contracting projects and entered into contracts amounting to over 10 billion yuan, successfully realizing our “creating a piece” objective. This includes Wuhan Petrochemical’s 110kV transformation station project and Guizhou-Guangdong 500kV AC transmission & transformation project 500kV Hezhou transformation station project and Shendong Baode 2X135MW coal gangue power plant project that were awarded general engineering contracting silver and bronze key prizes.
Over the past years, CSEPDI has been vigorously seeking prosperity through science and technology strategy, regarding technical innovation and technological advancement as the lifeline, making brave breakthroughs from conventional design modes, conduct in-depth design revolution, pushing forward application of information technology in engineering design, trying to protect the environment to the farthest possible extent, minimize engineering investment and operation cost, accelerating link-up with the international practices and has taken the lead in China in the coal-fired pilot power plant and pilot transmission & transformation design 2000, high-parameter large-capacity power station design, clean coal generation, gas-steam co-generation, super-high voltage AC/DC transmission & transformation, ultra-high voltage AC/DC transmission & transformation, large-span tall tower design, compact feed line circuit design, super-high voltage increment, long-distance cross-sea cable networking, DC localization and aerial survey and pile foundation testing.
